Why negotiate when you can save time and effort by simply giving in? Certain governments know this and plan for it in their tit for tat kidnap strategy: "We've got what you want; you know what we want."

unfortunately, as the parent of any small child is all-too aware... you don't solve anything by rewarding bad behaviour.
this ends up being pay me now... AND pay me later.
